Dependent Eligibility Review
Dependent Eligibility Review - Monday, June 30, 2008
The County of Riverside will be conducting a review of eligibility for dependents enrolled in County sponsored Medical, Dental and Vision insurance plans. This audit is being conducted to meet our fiduciary responsibility as a plan sponsor and to control costs for all county employees. The audit will verify that coverage is provided, and claims are paid for, only those individuals who meet our eligibility rules.
 
This audit benefits all County employees by assuring that our financial resources are spent appropriately. Claims paid on behalf of ineligible dependents are factored into our rates and create higher costs for everyone.
 
If you are selected to participate in the audit, you will receive a personalized Dependent Eligibility Verification Affidavit identifying those individuals who our records show you have enrolled in a County sponsored health plan as your dependent. You will be asked to review the affidavit for accuracy, complete the form, and return it with the required documentation to certify that each dependent remains eligible for coverage. It is important that you respond within the required timelines described in the audit letter you receive; if you fail to return a completed and signed Affidavit before the deadline, coverage for your enrolled dependent(s) will be terminated

Planning for Higher Medical Plan Costs in Retirement

One of the greatest expenses you will face in retirement is health care. You may have heard that the premiums will be increasing for early retirees (those who are not yet eligible for Medicare) in 2009. We want to set the record straight and help you plan for the future.

In response to new government accounting rules the County has decided to separate our active employees from early retirees when calculating the premiums for our medical plans beginning in 2009.

NOTE: If you are currently enrolled in Medicare – or will become eligible for Medicare before January 1, 2009 – this change in rate calculation will not affect you, since plans for Medicare-eligible retirees are already rated separately.

Some tools are provided below to help you learn more about this rate calculate change and how it might impact you. If you are planning to retire soon come to one of our Planning for Retirement Workshops  to learn more.

Annual Enrollment is over, what now?

Annual Enrollment provides a golden opportunity each year in the fall.  You can add and delete coverage for yourself, and for any eligible dependents, without worry about restrictions.  Now that Annual Enrollment is over, what changes can you make mid-year without waiting for the next Annual Enrollment period? 

Once you have made your benefit choices as a new hire or during Annual Enrollment, they are fixed for the entire plan year.  You can make election changes ONLY when they are on account of and consistent with a "Qualified" change-of-status as defined by the Internal Revenue Service (IRS) code.

The vast majority of change-status-events are simple and easy to manage.  To make consistent election changes in case of birth, marriage, death, divorce, etc., simply complete a Benefit Election Form and return it to your department representative within 60 days after the date of the event, and enclose documentation of the event (such as proof of marriage).  Most changes are made prospectively from the date that Human Resources receives a properly completed and signed Benefit Election Form.  Exceptions are made for birth or adoption to comply with the special enrollment rights defined under the health Insurance Portability and Accountability Act.
